Computer school-On-Wheels

This COW gives out computer knowledge, not milk.
About COW - Its Evolution

Currently, there is a “digital divide” that is continuously widening between the privileged and underprivileged youth groups. As early as preschool, children from well off schools are being taught the basic computer skills. On the other hand, high school students from public schools are just beginning to understand the basics of information technology. Unfortunately, only a small number of them can maximize free computer education as transportation and miscellaneous costs hinder their enjoyment the opportunity.

This is where the Computer education – On – Wheels (COW) comes in. The idea is to literally bring the school to as many and the most remote and depressed areas possible in the country. A 20-foot container van, painted in cow spots, was converted into a mobile classroom, equipped with 20 units of computers, complete with all the necessary teaching tools. The COW is being manned by a crew of five: the team leader, three trainers and a technician.

Last January 12, 2004, the Bagong Henerasyon Foundation Inc. of President Councilor Bernadette “BH” Herrera-Dy submitted a concept paper to the 1st Philippine Development Innovation Marketplace competition called “PANIBAGONG PARAAN 2004” initiated by the WORLD BANK. BHFI was short-listed to the top 120 finalists, from the 1,800 other hopefuls. With luck, hard work and prayers, the concept paper entitled “COMPUTER school ON WHEELS” won a 1.2 Million-Peso grant from the Aus-AID PACAP of the Australian Embassy. After a year of grant, BHFI saw the need to continue the project through community partnerships. On January, 2005, the BHFI partnered with the Rotary Club of South Triangle to further the goals of the COW.

The COW can be easily replicated in any area that it visits. The host community will be taught how to set-up their own computer learning center, following the formula provided by the COW. Top students of the COW will be tapped to assist their community in this endeavor as trainers or to provide a pool of workforce should their community decide to set up a similar center.  Technical support for the community can be arranged with any reputable and accredited computer schools.
